The Research On Executive-led Political System Of The Hong Kong Special Administrative Region

The research on how to improve the executive-led political system of the HKSAR is the implementation of "One Country, Two System","Hong Kong People Ruling Hong Kong", and "High Degree of Autonomy". And The First thing should be sure is that the Hong Kong Basic Law must be upheld and improved, because it is the fundamental that the Government of the Hong Kong Special Administrative Region follows the provisions of the Basic Law of Hong Kong. Moreover," One Country" is the basic of "Two System". That is to say, to balance the relationship between central authority and the high degree of autonomy of the HKSAR is premise for the government of HKSAR. Also, the HKSAR enhances its economy with the help of mainland support.The HKSAR is one of administrative regions in China. Thus, all of the political and legal systems in HKSAR must be established under the premise of maintaining one sovereign which is the People's Republic of China. It is the compulsory for the government of the HKSAR to protect the stability and authority of the Hong Kong Basic Law. On the other side, The High Degree of Autonomy of HKSAR is granted by central government, which is not only for the sake of sustainable advancement of HKSAR, but also the confidence of central government to HKSAR.Executive-led political system is the main features of the political system of Hong Kong; moreover, it is the key point to implement the basic principle of " one country, two systems",since the Executive-led political system is able to safeguard the sovereignty and integrity, but also to exert the initiative of HKSAR; the executive-led political system adheres to the principle of "one country", as well as to respect the differences of the "two systems"; Also, the executive-led political system advances both the democracy and efficiency, that is to say, the executive-led political system can achieve a high degree of autonomy and effects the management of the central authority to the HKSAR. Thus, it is very imperative to sustain the executive-led political system of HKSAR.In recent years, as the development of party politics in HKSAR, especially the majority of members in the Hong Kong Legislative Council have political affiliation; there is a lack of coordination of the executive and legislature of the HKSAR. Considering this background, improving the executive-led political system is a solution of the development of the political system in Hong Kong Special Administrative, which is the core topic in my dissertation.
