With the acceleration of the aging process and the increasing proportion of aging population, pension insurance becomes more and more serious. The author is engaged in social security services, facing the bottom of society in daily work. In recent years, with the continuous improvement and completion of the basic funds for enterprise old-age insurance system, the majority of enterprise retirees can get the appropriate insurance, whereas, for various reasons, there are still wide ranges of people become as special groups without old-age insurance. As a result, petitions for old-age insurance commonly occur, and the petitioners’behaviors and experiences of part of the elderly without insurance seriously affect their life quality and health.In this research, Baoshan district in Shanghai is the scope for the study area. The author selects six cases by methods of literature, observation and interview to deep study the petitioners without old-age insurance, to inspect the psychological features and behaviors of them, to find out the reason of petitions and the impact for society, so as to propose the solutions and suggestions.This paper is divided into five chapters to discuss the behaviors and psychology of old-age insecurity.Chapter I is the introduction, describing the research questions, significance and methods.Chapter II is literature review of the petitioners’psychology and behaviors, reviewing the existing research theory and raises this paper’s research theory basis.Chapter III is research methods, selecting six cases of petitioners without old-age insurance in Baoshan district to observe and study in-depth.Chapter IV is research findings, analyzing the old-age insecurity petitioners’ personality traits, psychological characteristics and behaviors, finding out the petition ers’psychological and behavioral problems through six detailed cases.Chapter V is conclusions and suggestions, summarizing the psychological problems and the petitions impacts on individual and society by case studies. Meanwhile, the author raises proposals to solve the old-age insecurity petitioners’ psychological and behavioral problems from three levels of petitioners, petition reception departments and public policy, discusses the social work intervention and gives recommendations.
