Difficulties And Countermeasures Of Local Petition Work In The New Era

As a unique political system in China,the petition system is of great value for carrying out the mass line,resolving the public crisis,maintaining social stability and keeping close links between the party and the masses,the government and the people.It has been more than 60 years since the establishment of the petition system.However,the improvement of the local petition work is still in a quagmire.At the national level,from a macro perspective,the construction of the rule of law of petition and the reform of the petition work system are the “two wings” of the current reform of the petition system.The “rule of law petition”,“responsibility petition”,“sunshine petition” and “multiple petition” are its “four dimensions”.At the local level,at the micro level,the construction of laws and regulations,the construction of institutions and teams,the construction of systems and mechanisms,the construction of methods and methods,and the construction of learning and publicity are the five important levels of the grass-roots complaint reporting system.Dialectically,the system of local petition work is the microscopic extension of the reform of the system of petition work,and also the basic guarantee of the legalization of petition work in China.It is urgent for scholars to investigate,analyze and demonstrate whether the toplevel design of the petition system can be achieved in a “top-down” way,and whether the grassroots level optimization of the petition system can be achieved in a “bottom-up” way.The article is mainly divided into four parts,the content is summarized as follows.The first part generalizes the background,value,method and framework of the article writing macroscopically,and emphatically summarizes and evaluates the existing research results,and briefly presents the performance and characteristics of the local petition work system in China,as well as several new situations and problems it faces.The second part briefly introduces several concepts related to the local petition work,analyzes the governance theory and mechanism design theory of the petition system,especially the political,legal and management theory branches in the pluralistic public administration,and constructs the theoretical framework of the local petition system on this basis.The third part investigates the current situation and problems of the system reform of the petition work in Chongqing.Aiming at the problems of Chongqing,this paper makes a detailed analysis of the basic situation of the petition,the construction of laws and regulations,the construction of institutions and teams,the construction of working systems and methods,and the study and publicity of the regulations on the petition work in Chongqing and its spiritual conditions.It is concluded that there are such problems as “the situation of petition is still serious,the total amount of petition is running at a high level”,“the legal system of petition is not perfect,the consciousness and concept of petition is backward”,“the functional positioning of petition is fuzzy,the mechanism and method of petition work is deficient”,“the third party participation of petition is absent,and the multiple petition highlights the potential crisis”.The fourth part puts forward the countermeasures to improve the reform of local petition system.Combining with the defect of letters and visits system reform in Chongqing,this paper puts forward the countermeasures and suggestions from four respects: “change the thinking and update the concept”,“open and precise end of wisdom” and “citizen participation and grassroots governance”.On this basis,this paper explores and innovates the reform path of grass-roots petition system in China.Under the new situation,the functions of comprehensive governance and stability maintenance of letters and visits have been strengthened,the connection between letters and visits and supervision has become closer,and the problems and tasks faced by local letters and visits have become more complex,which requires us to consider them from a new perspective of analysis and theoretical framework.Based on governance theory,mechanism design theory and multiple public administration theory as the framework,it can provide perfect ideas for the legalization,accountability,transparency,precision,diversification and democratization of the reform of local petition work system in China.
