At the turn of the century, our country has entered a special period of social transitionassociated with rapid economic development. High incidence of criminal cases and theemerging new forms of crime brought a huge impact to the public security work, in particular tothe public security supervision. Meanwhile, with the development of the informationtechnology and the popularization of the computer networks, the attempt and exploration aboutthe performance appraisal system of our country’s police system have been performed.However, the overall performance management of public security regulatory authorities hasbeen far behind the development of the national public security business. There was pressureand challenges for the public security supervision, thus, an urgent requirement to establish theperformance appraisal and management system for the monitoring system has been putforward.The Detention Center of Liaocheng City is the second level detention of the state. In recentyears, it is also faced with high detention amount and the persistent increase of the violentcrime rate. In order to ensure the security of the prison and to improve the quality of the policeperformance, the motivation and attempt have been conducted by the Detention Center ofLiaocheng City. In 2011, a novel information-based performance appraisal system has beendesigned by large amount of funding inputs, based on the online performance appraisal systemassociated with the characteristic of the detention. However, because of the lack of completeand scientific theoretical system of the appraisal system, the form was emphasized but thecontent was neglected by conducting the actual performance appraisal system. Thus, the effectsof the evaluation is very limited.In this paper, the analysis and research on the theory and practice of performance appraisalsystem for domestic and international police system was performed firstly, to make summary ofthe establishment of reference and inspiration for the role of the detention center performanceappraisal system. Through investigating a large amount of references, the theoretical study ofthe performance appraisal system has been performed deeply. Based on this, the overview ofthe current prison system was introduced for case study of Detention Center of Liaocheng City,and the development course of the performance appraisal system of police was reviewed and analyzed. Furthermore, the performance management theory and practice of police in China hasbeen investigated.Firstly, the actual appraisal system realized automation and information-based, but it was notaccording to the reality of work in the detention. Thus, the actual appraisal system lackedoriginality. Secondly, the assessment and strategic objectives were out of touch. Additionally,the content of the appraisal was incomplete which only focused on the performance and thequality and ethic construction of the police were neglected. So, the actual appraisal system cannot reflect the overall performance status of the police. Thirdly, the assessment criteria set wasunscientific, which did not use the scientific calculation method to determine the weight of eachdimension. The quantitative assessment was emphasized so much and the weights ofperformance appraisal dimensions were determined by the leadership who based on theirsubjective experience. Thus, the performance dimensions and weights set was unscientific andthe performance appraisal system lacked scientific. At last, the performance of assessmentresults lacked effectiveness, and the performance appraisal results in terms of promotion,adjustment and incentives are not well use. Additionally, egalitarian approach existed. Thesematter lead the police to a lack of trust of the organization.To solve the above problems, in this paper the analysis of work was performed firstly todetermine the content and duty of each job position of the detention, and the“Job Description”was established. On this basis, the existing evaluation system has been redesigned and theassessment content and dimensions was determined. By using scientific methods to determinethe weight of each dimension and quantitative analysis of performance appraisal, the appraisaland the detention center was closely fitted. By using the assessment methods synthetically, anobjective evaluation was put out by exploring personal quality, professional work anddemocratic evaluation of each policeman. And the detailed assessment rules were developed.The pre-operation of the appraisal system was analyzed, to verify the practice of the designof the performance appraisal system. The analysis of the promoting effect on the work of TheDetention Center of Liaocheng City was also performed. Meanwhile, the respect of the systemthat need to be improved was pointed out.
