Performance appraisal is one of the core funtion of the public administration, human resource management, which is important for reforming and improving the civil servant system, and enhancing the overall quality of the civil servants, ensuring the government operations efficient. With the incessant perfection of civil servants system and estabillishment of relevant appraisal regulations, performance appraisal of our medium and small cities' government employees has gradually come onto a legal track. However, there are still many problems in current civil servants performance appraisal in our country.Medium and small cities are the most important parts of our administrative system, which play a vital role in the reform and development. The level of their implementation is directly related to the implementing of the government's objectivess and to the sustainable development of these cities. Therefore, this research chooses the issue of medium and small cities' civil servant's performance appraisal, and this paper has sigificance in theory and practical.Firstly, this research introduces the concept of relevant concept and theory. Then, the research takes Liaocheng city for empirical investigation. It finds some problems through document analysis and questionnaire. Finally, the paper puts forward some recommendations for how to improve the performance appraisal system. It is composed of establishing the correct concept of performance appraisal, perfecting the performance appraisal index system, strengthening the standardization of appraisal procedures, persisting the diversification of appraisa people, paying attention to the appraisal result and strengthening the legal system.The solving of the problem of civil servant appraisal is a long-term gradual process. Development principles should be taken in order to explore, reform, innovation and perfect the system of performance appraisal.
