China has a long history of managing ecological resources. There have been some of the eco-management agencies before the Qin Dynasty. In the subsequent period, ecological management agencies who can use ecological resources reasonably are prevalent in central institutions, playing an important role in sustainable developing economic society.This article takes Twenty-Four Histories Official records as a core, collects a variety of historical data and mainly study the settings and changes of the Central ecological institutions in each period from the early Qin Dynasty to the Ming and Qing dynasties. They focus on management in the process of using ecological resources. In the long run, the central ecological management agencies are more effective, which can be proved by the growth, shape and functions of the Six Ministries prominently. Meanwhile, the eco-management agencies, either for the royal service or for the general affairs can carry out ecological affairs management within their respective scope without confliction.The characteristics shared by the Chinese ancient ecological management agencies are the product of the long-term interaction between institutions and society, economy, environment. Central agencies kept the long-term coexistence of the two sets of different management systems while continuously meeting the management demand brought by the development of economic society and the complicated changes of civil affairs, promoting the efficient use and sustainable development of resources, and contributing to thousands of years of central cultural heritage.
