The long Chinese history left us rich cultural heritage. Great Ruins are a special kind of cultural heritage. Therefore, how to protect and make use of the Great Ruins is receiving more and more attention. These years, with the acceleration of industrialization and urbanization in our country, urban and rural construction and all kinds of economic activities get conducted one after another. Consequently, conflicts appear between the protection and utilization of Great Ruins located in urban areas. In fact, this problem involves quite a few interest bodies whose interest demands and actions are the main reason for the appearance of the conflict. Therefore, to resolve the conflict between the protection and utilization of Great Ruins, the win-win solution is to pay attention to the interest bodies’demands, to standardize their behaviors and to reach a compromise between their benefits.Different from the previous researches which adopt a history or museology perspective, this thesis, with the Yin Ruins in Anyang as a case study, chooses the perspective of sociology. The research method is the combination of field study and literature study. First of all, an interview with the interest bodies was conducted to learn about the conflict. Secondly, the Rational Choice Theory in sociology and the Theory of Stakeholders in management are adopted to analyze the causes of the conflict. On the basis of the prior analysis, suggestions on how to resolve the conflict are given with the clear goal of "protective utilization" and in accordance with the principles of "overall planning","timely adjustment" and "authority duty reciprocity". The thesis is aimed at finding out proper ways to coordinate the protection and utilization of Great Ruins or other cultural heritage and helps to provide a new perspective in relevant researches.
