Research On Core-stakeholder Interest Coordination Mechanism Of Energy Saving Reconstruction Project Of The Old Residential Community Under EMC-PPP Mode

The 19 th National Congress report puts forward the important deployment of “accelerating the reform of the ecological civilization system and building a beautiful China”.The green and low-carbon development in the construction sector is one of the important ways to build a “beautiful China” and achieve sustainable development.At present,the stock of residential buildings that do not meet the energy-saving standards is still huge.In this regard,China has introduced the energy management contracting(EMC)to promote the development of energysaving industries,but small and medium-sized energy-saving service enterprises still face difficulties in financing due to the credibility problem.In order to promote the application of EMC in the field of energy-saving renovation,the government needs to be more involved to help the parties solve the problem of trust.In this context,the EMC and PPP integration have become a new trend.The main obstacles to the application of EMC model in the old district energy-saving renovation project are that its property rights relationship is more complicated,and the needs of community residents have diversified characteristics.The difficulty of coordination between these interests demands that energy-saving service companies have higher coordination.ability.Under the EMC-PPP model,the participation of the public sector pursuing social and environmental benefits will lead to conflicts of interest between public and private,increasing the probability of conflicts of interest and the difficulty of coordinated distribution of interests.Therefore,how to coordinate the conflicts of interest among energy-saving service companies has become the key to promoting this model and promoting the energy-saving transformation of old communities.Based on stakeholder theory,quality function development theory and cooperative gametheory,this paper constructs a core-stakeholder interest coordination mechanism for the old district energy-saving renovation project under EMC-PPP mode.The main research contents are as follows:(1)Define the connotation of the EMC-PPP model through literature review,sort out the operational processes of the model under different situations and compare and analyze from the three dimensions of responsibility distribution,risk sharing and project scale;(2)Using the method of literature review and case analysis,combined with the social network analysis method,the role orientation analysis of the stakeholders in the old district energy-saving renovation project using EMC-PPP model in China,and identifying such a kind through the constructed social relationship network The core stakeholders of the project and the key subjects that coordinate conflicts between different subgroups lay the foundation for the subsequent mechanism construction;(3)Combining the previous research contents to construct the interest coordination mechanism of the old district energy-saving renovation project under the EMC-PPP mode,mainly includes two parts: one is based on the theory of quality function development,combined with the questionnaire survey method and the quality house construction transformation decision model;On the one hand,based on the cooperative game theory,the Shapley value method is used to construct the benefit distribution model,and finally the empirical and case analysis are carried out separately.This paper establishes a reasonable core-stakeholder interest coordination mechanism to coordinate the conflicts of interests between different entities,so as to effectively improve the enthusiasm of core stakeholders to participate in the energy-saving renovation of old communities.At the same time,using the combination of theory and practice to verify the feasibility and practicability of the interest coordination mechanism in the actual renovation project,it has certain value for promoting the sustainable use of existing residential buildings.
