The Real Difficult Position And Path Analysis Of Administrative Accountability Of Local Government

Since the1980s, strengthening the administrative responsibility of the government officials and constructing a modern responsible government worldwide have become the main trend in world public reform. Nowadays, with the increasing development of socialist democratic politics in china, promoting and perfecting the administration accountability system is not only an important consistent of the administrative system reform, but also a necessary requirement of constructing a government of responsibility and offering service.Since "SARS" prevails in china in2003, modem administration accountability system has officially started off in China mainland. After the storm of accountability from2004to2008, a large number of national and local laws and regulations have been enacted in recent years, offering an institutional basis for the administration accountability in some extent, and making it gradually develop in an institutionalized and normalized way. It is obvious that China’s administration accountability system constructing has made great progress, from the forming stage into the institutional stage. However, in its developing process of less than ten years, and being restricted to the general institutional environment, administration accountability system is of certain inevitable defects and deficiencies, particularly in local government level. Currently, it is of vital theoretical and practical significance to explore the system theoretical foundation and development trend of the local government administration accountability, to make an in-depth study of theory dilemma and the practical challenges in its implementation, and to seek the approach to a further development and improvement of the local government administration accountability system in our particular economic conditions, which is as well as the purpose of this thesis.This paper is divided into five parts. The first part is the introduction, containing firstly an overview of the research background and significance. Then the research status both at home and abroad is analyzed. At last this thesis puts forward the general direction and methodology applied in this thesis.The second part is the basic theoretical part. This part mainly expounds the relevant concepts involved in this thesis; analyzes the constituents in local government administration accountability system; and specify the theoretical basis and theoretical origin of its emerging and operation so as to set up a theoretical platform for the problems that follow.The third part is a present situation analysis of the local government administration accountability system. Combined with significant administration accountability events and relevant administration accountability thoughts, this part firstly discusses systematically the evolution process of administration accountability system in local government of our country, then makes a general evaluation of the implementing effect of local administration accountability system by the typical analysis of Shenzhen and Zhengzhou city.The fourth part makes a systematic analysis of problems and difficulties in the implementation of the local government administration accountability system. From the outside running environment, internal element and so on the different angle has summarized. It explores the root causes of problems so as to provide basis for problem solution and system construction.The fifth part serves as the key part of the whole thesis. In view of the main problems put forward in part four, and combining with the present condition, the author comes up with three approaches to perfect our country’s local government administration accountability system. The first one is to improve the external operation environment for the local government administration accountability system; Secondly, optimizing the constituents of local government administration accountability system is necessary.
