Research On The Administrative Simplification And Power Devolution Of Local Government Under The Regime Of Power And Responsibility List

Since the eighth session of the Third Plenary Session,China has accelerated the reform ofadministrative management system.Through further decentralization,the degree of governm ent intervention in the m anagement of m icrocosmic affairs has been minimized.Among the contents of the current reform,an important one is the implementation of the local governm ent's power and responsibility list system.At present,the local governm ent's power and responsibility list system in China is still exploring the trial stage.The progresses in different provinces vary.Som e local governments are still at the stage of disc ussion and preparation of the power and responsibility list,while a num ber of provinces has sped up the work in preparation and publicity.Decentralization is the biggest highlight of the new government,and it can be s een from the current im plementation of the power and responsibility list system that the decentralization refo rm of local governm ent is now fa cing a m ore complicated situation,with the p resences of m any systematic and institutional influences and constraints.Based on this,this paper takes Quanzhou as a case and under the background of the power and responsibility list system,the decentralization system of the local government is studied in order to explore the path of sustainable development and the evolution of the administrative system.By using case analysis and literature review methods,this paper describes the historical evolution of local government's decentralization.Before the implementation of the powerand responsibility list system,the local government focuses on the approval authority from the central government and on the decentralization of authority from the provincial level;under th e power and responsibility list system,the local government pays attention to themanagement of the power and responsibility list,and to the speed up of the restruct uring of the local governm ent management system and the integration and optimization of the functional organization.Quanzhou,as a typical representative of the work of the local government decentralization,has achieved good governance results in recent years,through the establishment of an integ rated working mechanism for the s implification and decentralization,the listing m anagement of the power and responsibility matters,the comprehensive reform of exam ination and approval system and a sound supervision in the course and afterwards.However,under the power and responsibility list system,there are misunderstandings of the power and responsibility list system in Quanz hou's decentralization,includin g the power "venting" issue in the im plementation process,the presence of the governm ent shirkingresponsibility in management services and decentralization without benefits,etc.The cause is closely related to the consciousness of long-term official standard,the inconsistency of clear rights a nd definite responsibilities,the failure in the transform of government functions,theinsufficiency of the supporting in the reform system of decentralization and so on.According to the reform theoryof modern government administration system andconsidering the top-level design of the current national m acro-policy,to push forward the decentralization under th e power and list responsibility list system,local government should focus on better defining the relationships between government and market,government and society,an d the central government and local government.Built on this basis,the objectives are to promote the full and open operation of local government authority,to help the local government build a modern system of public governance,to achieve balance between power and responsibility,to unify the simplification and decentralization,and eventuallyshow a good governance performance of the new era.
