In today’s China, the reform is an inevitable trend. Since the reform and opening up,China’s political system has deepened development, but the reform about the the personnelmanagement system of the leading members is relatively slow that can not meet the needs ofthe economic and society call for developing. The main problem of the personnelmanagement system now is the leading members often abuse of power to seek gains.Secondly, bureaucracy, formalism, less democratic and the ranking of thought which hashindered the development of the personnel management system of the leading members in acertain extent. Therefore, in order to promote the personnel management system of theleading members, suppress the power abuse, eliminate the bureaucracy, the formalism, theranking thought and the ethos of no democratic which has become the major task of thenational government at all levels to solve. And carrying out the tenure system of leadingpositions which is the rightly and adopted way to resolve these abuses completely.On August6,2006, as The Party and Government Leading Cadres Office Tenure InterimProvision was issued, the object of the tenure, the time limit of the tenure, the fall due of thetenure and the tenure examination were first definitude which marked the tenure system ofleading positions was preliminary formation and was full implementation. Through makingclear the power subject, the tenure system limits the power horizontally and illegallyextension such as “When a man attains the Tao, even his pets ascend to heaven”; Secondly,through making clear the power time limit, realize time constraints to the power, stop thepower longitudinally and illegally extension, set up the concept of "Office tenure is outdatedvoid". Finally, the tenure system restrict the power by the form of assessment, assessment cannot only play a role of incentive, but also constraint, through the accessment, it can promotethe use quality of the power, and also can ensure that the power operation is under thesupervision.Carrying out the tenure system of leading positions, is good to taking place of the leadingposition for life, is good for the leadership change regularly, is good for the leading memberskeep stable for working, is good to prevent the abuse of power by leading members.Nowadays the tenure system of leading positions is not yet systematically established thereare still a variety of issues, such as the leading members has the short-term behavior during the term; party organization has too much impact to the post appointments of the leadingmembers; there is no clear provisions in laws or regulations to set the term of the majorityleadership positions; the leading member abuse the power during the term; the tenure systemhas no practical effect etc. To the further implementation the tenure system of the leadingposition, it is necessary to establish the basic principles about implementing the tenure systemof the leading members; strengthen construction of the system; further improving laws andregulations, so that there are laws to abide by; streamline the party and government agencies,for the purpose to optimize the leadership positions setting; to maintain the stability of thetenure system of the leading positions; establish the appointment system to meet the needs ofthe leading members are transfer to another post; correct understanding the cadres principlewhich should unify with the tenure system; establish public rights awareness, play role of thedemocratic supervision.
