Study On The Problems And Countermeasures Of Implementing The Tenure System Of Party Representatives In L City Of Henan Province

The system of the Party's Congress is an important part of the Party's organizational system,and the Party Representatives are the main body of the activities of the Party Congresses at all levels.The report of the 17 th National Congress of the Communist Party of China puts forward the implementation of the tenure system of Party Representatives,which marks the full implementation of the tenure system of Party Representatives.For more than ten years,under the system framework of the tenure system of Party Representatives,Party Representatives at all levels have represented party members to attend meetings and exercise democratic rights when the Congress is held,and continue to perform their duties and play a representative role when the Congress is not in session,highlighting the institutional advantages of the tenure system of Party Representatives.In recent years,in accordance with the spirit of the Party Central Committee and the deployment of Henan Provincial Committee,L City has carried out the tenure system of Party Representatives,strengthened the construction of Party Representatives,and made great efforts to build a Party Representative team with excellent politics,quality and ability.We should actively explore ways and forms for Party Representatives to play their roles,organize Party Representatives to publicized the party's policies,participate in centralized research and attend important meetings within the party,and so on,so as to promote the Party Representatives to play an active role in making suggestions,inner-party supervision and contacting the masses.Although L City has made some achievements in promoting the tenure system of Party Representatives,there are still some problems to be solved,such as the low social awareness of the tenure system of Party Representatives,the ability of performing duties of Party Representatives needs to be improved,and the channels of performing duties of Party Representatives need to be widened.Therefore,with the help of literature,this paper reviews the development process of the tenure system of Party Representatives,analyzes the experience,practice and problems of implementing the tenure system of Party Representatives in L City throughinvestigation and discussion,and puts forward countermeasures and suggestions for further promoting the tenure system of Party Representatives,including strengthening the main responsibility of local Party Committees at all levels,improving the comprehensive quality of Party Representatives,innovating the carrier of Party Representatives' performance,improving the supporting system of the tenure system of Party Representatives,strengthening the guarantee of Party Representatives' performance and creating a good social atmosphere,etc,in order to provide reference for local Party Committees at all levels to further promote the tenure system of Party Representatives and give full play to the role of Party Representatives.
