Public participation is a kind of democratic form developed from the rule oflaw flourishing country, it’s a strategy interaction adopted in the diversification ofpublic demand, the phenomenon of social stratification, and the demands ofconflict of interest groups. From the perspective of stakeholders to explore themethods of participation in decision-making, it can broaden the publicparticipation in the extension, identify the actual subject related in the process ofgovernment decision-making fully, and grasp the importance and relevance of thedifferent stakeholders in the process of government decision-making.The stakeholder participation in government decision-making can effectivelycorrect government in the pursuit of economic benefits one-sided in marketeconomy conditions and ignores the tendency of the basic rights of people, caneffectively defuse social conflicts triggered in the case of governmentdecision-making errors, and it can also prevents the government ignore theinterest demands of different stakeholders and expression, as well as social equityand justice in formulating the policy. Understanding the need for stakeholderparticipation in government decision-making is the first step in understanding thechallenge of the public participation. The core of the problem is when, how, andthe frequency of the participation. At the same time, in the process of thestakeholder participation in government decision-making, whether therepresentatives of the stakeholder has the representative and can we achieve abalance of interests between the fair and reasonable decisions are a key point ofthis paper. Because of the scattered, no organizational characteristics of the individualstakeholder make it seem very isolated and weak, sometimes the impact ongovernment decision-making is negligible, and it difficult to implement theparticipation in decision-making. Therefore, to organize the dispersion ofindividual interests and to combine a kind of interest group will make good results.Group forces can increase the influence of the public with the same interests, tobecome a powerful voice to promote their own expression in the process ofgovernment decision-making.
