The Participation Of Government Decision-Making Process Research Based On The Stakeholders Theory

Due to domestic events of protesting PX Projects in recent years,which mainly reflect deficiency and weakness on public participation of government projects decision.The government decision postpones once the public participates,which is worthy exploring behinds the phenomenon.This thesis researches on the event of Maoming PX Projects,analyses the public participation of government decision making,and it base on the relevant theory on the pubic policy,public participation and stakeholder.The study finds that the public is utterly ignorant towards the project,and stakeholders participation deficiency are main reasons for the PX Project suspension in the Maoming city.Although publicizing the project afterwards,the public show strong disagreement even protest irrationally,which indicates the deficiency of participation of stakeholders and incapability of participation.To summarize,the stakeholders participates the government decision-making process from both the positive and negative aspects.The time and agree of their participation is highly relevant to the efficiency of government decision-making.This thesis believes that advancing the government projects decision from the view of stakeholders,increasing the capability of identifying,enhancing and coordinating the conflict among the stakeholders,perfecting the participation of stakeholders mechanism,and those will increase the transparency,legitimacy and scientificalness of government decision making.
