Research On Public Participation In Government At The County Level Major Administrative Decision-making Behavior Optimization

Public participation is the behavior of the public for the pursuit of public interest,through a variety of legal channels,to participate in the government's public decision-making, to fully express the public opinion and make an influence on public decision-making process.It can not only represent the people's direct expression of aspirations and wishes,but also greatly reduce the risk of government administration and government operation cost and improve the government's work efficiency that public can participate in government major administrative decision-making.The county government is the part of the ecological environment in the city and rural economic and social,cultural and political center.It's management service object has characteristics of widely dispersed, complex composition, unequal development.It plays the intermediary role in the implementation of national macro economy into micro economy.It is also the decision-making body of the economic and social development in the area.It is oriented directly to the grassroots and is the key functional departments in the implementation of the party and the national policy. The interaction is direct between the county government and the public,to achieve substantial public participation easily and reflect the interests of the public demands. So it can be said that it is a basic work to speed up social governance and build a harmonious society that we should do well the public participation in the county government's major administrative decisions.Based on the criticism of government information open implementation is not in place, the official standard thought still exists, based approaches of public participation in the decision-making of the poor, the author proposes measures that we should perfect the legislation of information disclosure,strengthen information disclosure of major administrative decisions of the practice of the system,establish the practice of deliberative democracy decision-making system and government public decision-making system,standardize the government public decision-making procedures,improve the government decision-making responsibility system such measures.The author also puts forward some suggestions to optimize the decision-making and decision-making procedures of public participation in major administrative decisions made by the county government.
