Not only the authorities, but also the mass has long been pursuing a perfected democratic political system; a democratized, jural and normative political life; and a better protected political right at the grass-roots level by constructing an administrative democracy in a socialist new countryside. Moreover, as an agricultural country, the construction of democratic politics in rural areas is the most vital and decisive part in the construction of China’s democratic politics. Serving as the most far-reaching political development pattern with Chinese characteristics, the construction of administrative democracy, which consists of democratic election, democratic decision-making, democratic administration and democratic supervision, has left its impact in the process of China’s30-year political system reform and the construction of democratic politics. In addition, the construction of administrative democracy in the new countryside has lead to an improvement in rural dwellers’democratic learning, an enhancement in their democratic awareness, and an increase in their aspiration in democracy. All of these have combined to indicate that rural people have become a momentum in promoting the transition of rural political culture.Nevertheless, as the task get on, some deep-seated conflicts confronting many a places have urged local people to tackle these bottlenecks. China, a country with a vast territory, has witnessed an imbalance in its economic and social development, thus, the minority autonomous districts are facing not only the issues that common places are facing, but also the issues with ethnical and regional particularities, which need to be analyzed and resolved in a cautious way. However, the existing studies and researches pointed at the administrative democracy in ethnic districts are rare, and more emphasis needs to be placed on the subject. China is a multinational country, with the purpose of realizing collective prosperity and solidarity, both theoreticians and executants have to deepen their study of administrative democracy in ethnic districts, only in this way can we expect to provide ethnic people with better support.From the perspective of the construction of administrative democracy in new countryside in ethnic autonomous regions, this paper chooses two autonomous counties, which locates on the border of Hunan, Guizhou and Guangxi, as researching subjects. On the basis of analyzing the economic situation, the proportion of ethnic population, geographic location and ethnic cultural customs of the two counties, three villages have been chosen as samples to make comparisons with common regions. And, the comparison is made primarily from three aspects, i.e.,"the procedure of constructing the administrative democracy","the current problems and relevant causes", and "countermeasures to tackling the current problems". Furthermore, as far as the three villages are concerned, the paper has analyzed the advantages and disadvantages of constructing the administrative democracy, has summarized the success that the three villages have achieved, and has concluded the procedures that the three villages have taken. With the analyses mentioned above, this paper has also proposed some suggestions to better upgrade the construction of the administrative democracy in ethnic regions, for instance,"to develop the economy with ethnic characteristics","to improve both cadre and masses’democratic learning", and "to perfect the administrative system in rural areas."...
