Deng’s development theory is derived not only from the experiences of Chinese socialist construction, but also from the practice of China’s reform and opening-up, and becomes an inseparable part of the theoretical system of socialism with Chinese characteristics.The dynamic system of social development and the value system of social development are two factors to determine whether a society is developing scientifically. The dynamic system determines the developing speed and efficiency of a society, when pursing strong power; the value system determines whether a society can develop steadily and smoothly, when pursing justice. The two systems are mutually effective for social development, which makes their integration fundamental standard to measure the development of a society. The study of the failure of Soviet Union’s model and the mistakes of Great Leap Forward reveal that socialist construction can’t succeed in the pursuit of spiritual power or dynamic power unilaterally.Logically, Deng Xiaoping’s outlook on development is based on the practice of China’s reform and opening-up, focuses on "what is socialism and how to build socialism", and places great emphasis, with a principle that development is the only truth, on the important functions of its driving force for social development. This is a scientific idea of social development, which not only took socialist value principle into account, but also integrated the dynamic system into the value system of social development. In this logical system, many original ideas can be found.To Deng Xiaoping, whether we are taking socialist road depends completely on two conditions, instead of whether essential characteristics of socialism are revealed. Firstly, whether the productive forces are developed and we get rid of poverty. Secondly, whether people’s material and cultural life is improved continually in order to achieve the common prosperity.The idea "development is the only truth" is decided by the current situation that Chinese productivity is much backward when compared to the level of the world modernization. This profound insight becomes the main logical line in Deng Xiaoping’s viewpoint, since it functions basically as a banner and navigation mark for China’s gradual reform and helps us to overcome difficulties in innovation and development. However, these functions benefit a lot from the idea of "feeling the pebbles in order to wade through a river." The idea "development is the only truth" and the idea of "feeling the pebbles in order to wade through a river " are the important theoretical pillars, which guide respectively Chinese reform and opening-up ideologically and methodologically.Deng Xiaoping goes beyond the Soviet Model that pursues only the spiritual driving force and places great emphasis, according to the purpose of Chinese reform, on the development of agriculture, light industry and commerce which are economic industries directly relevant to people’s life. He follows the law of market economy and pays attention to inspiring functions of material benefits which improve the level of people’s life and their labor enthusiasm. In this process, a new driving force is explored for socialist development.Deng Xiaoping emphasized that "development is the only truth", which is, however, not exclusive. In his outlook on development, it is emphatically highlighted in the doctrine that everything has two aspects. The essential law of socialism is also taken into account in order to prevent China from being wholly westernized.The research will reveal some realistic significances of the innate logic of Deng’s outlook on development. The first is that scientific theory should be based on practice, instead of flowery language and sophisticated argument, and can be used to guide practice effectively; the second is that the dynamic system and the value system of social development must be dialectically integrated; the third is that the essential law of socialism must be stuck to in order to prevent the whole westernization; the fourth is that we must unswervingly follow our own path of development. Among those, the most important is to root the scientific theory in social practice and innovation.
