The history of the Chinese Communist Party’s (CCP) taking over the power of Tibet and assuming the power for the Tibetans is the history of CCP’s practice of the thought of "Three Represents" in Tibet, which is also the history when CCP strives for the happiness, benefit and leap of the Tibetans heart and soul; the reflection and enrichment of the thought of "working for the public and assuming power for the people" of CCP. Undertaking a deep study of the practices and experiences of CCP of benefitting the people in Tibet is of great significance for CCP to successfully implement its policies in Tibet, to fulfill, maintain and develop the fundamental benefits of the Tibetans, to build a united, democratic, rich, civilized and harmonious new Tibet.In the thesis, with the theory of Marxism and on the basis of the fundamental courses and practices the Party undertook in governing Tibet, as well as a discussion and summary of its experiences in Tibet, the author aims to analyze the difficulties and challenges that the Party faces in assuming power for the people in Tibet, and then put forward feasible thoughts and solutions.In the first part, the author briefly states the formation, the development as well as the definition, feature and basic requirements of the thought of for the people in Tibet. In the second part, the author gives a general description of the course in which the Party assumes the power for the Tibetans so as to know and understand the hardships and practices that the Party undertakes in Tibet by and large.In the third part, the author intends to analyze and discuss the thoughts and explorations that the third central collective leadership led by Mao Zedong, Deng Xiaoping and Jiang Zemin and the central committee centered by the general secretary comrade Hu Jintao have undertaken.The fourth part witnesses a summary of the great achievements that the Party has made in Tibet, and a conclusion of the Party’s six main experiences in devoting to the people in Tibet. They are respectively, adhering to the leadership of the Party, taking the socialist road, following the guiding ideology in Tibet in the new era, insisting the fundamental interests of the Tibetans be the starting point and foothold of the Party’s all work, holding on to the combination of the concern of the central Party, the support of the whole country and the struggling of the Tibetan people as well as their leaders, insisting taking the road with Chinese characteristics as well as Tibetan style and serving the people whole heartedly and persistently.In the fifth part, the author analyzes the opportunities and challenges that our Party confronts in assuming power for people in Tibet. Specifically, the author analyzes the advantages and opportunities the Party faces at present as far as the domestic environment, the current situation in Tibet and the precious opportunities are concerned; and the factors and problems that influence the Party’s actual deeds in Tibet when the natural environment, religious culture, market economy, social transformation, interference of national secessionism as well as the self-construction of the Party are concerned.Finally, the author puts forward practical thoughts and solutions to promote the Party’s deeds for the people in Tibet on the basis of the current situation of Tibet, including the key tasks, systems of organization and policies and measures of the Party implementing in Tibet.
