It is pointed by the theory of Representative Bureaucracy that the structure of the staff in bureaucratic system should get the feature of the social demography, which means the structure should contain all kinds of social groups and get passive representation, andthenadministrative agencies could get active representation and sufficiently represent the interests and prefers from all kinds of social groups to facilitate the realization of public interest in the end.According to representative bureaucracy, as one important group in our social, the disabled should have representativeness in public sector. In practice, it is necessary for disabled persons on behalf of their groups and expresses their own voice. The disabled have the right to and even been encouragedto go into the public sector. Then, we can see from the other countries’experience, the disabled can complete the work just as the normal people. But, in Chinathe reality is very far from ideal. This article made a research to the public sector of Nanjingto find the representativeness of disabled group. To understand the disabled group of Nanjing, we use the interview, questionnaire survey, and some other ways. Kinds of rejection and dysfunction (concept exclusion, education and employment rejection rejection) exit in the social, including the public sector. Since no matter from theory and practice, the disabled people have the right and ability to be a servant, so at present we should make full use of the all the3stream:issue stream, policy stream and political stream to promote disabled issue well into the government policy agenda.
