With the spread of democratic ideas and the development of democratic politics,people have higher and higher demands on the democratization of administration.Affected by this atmosphere,it is imperative to push forward the reform of administrative systems and speed up the construction of democratic administrative mechanisms.As a multi-ethnic country,China needs to fully address the important role of ethnic minority groups in the development of the entire society,and strive to incorporate the training of minority civil servants and the building of teams into the path of building democratic administration.According to the representative bureaucratic theory,ethnic minority groups should maintain a proper proportion in the civil service,that is,passive representation;at the same time,minority servants should actively safeguard the rights and interests of the groups they represent,that is,active representation.This coincides with the "representation" and "responsiveness" concepts rich in democratic administration.From this point of view,the study of the representation of civil servants of ethnic minorities in China not only caters to the requirements of constructing a democratic administration in China,it is also of far-reaching significance to raise the representation of minority servants,better safeguards the interests of ethnic minorities,and promotes the harmonious development of ethnic regions.This study takes Zhangjiachuan Hui Autonomous County of Gansu Province as a case study to analyze the representation of minority civil servants in this county.The paper consists of six parts.The first part makes a brief statement on the background significance of the research,research status at home and abroad,research methods and ideas,key difficulties and so on.The second part summarizes the theoretical basis of the study and the specific theories involved.The third part analyzes and tests the passive representation of minority civil servants in Zhangjiachuan County by collecting relevant data.The study concludes that the overall representation of minority civil servants in the county is efficient,and the hierarchical representation is insufficient.In the fourth part,through the questionnaire survey and interview data,we verify the active representation of minority civil servants in Zhangjiachuan County and related influencing factors.The results show that: civil servants from ethnic minorities have the potential to play an active role in representation,but their active representation is subject to the influence of personal,organizational and external factors.The fifth part makes a statement and reflection on the overall research conclusions and theories,and puts forward related suggestions for advancing the passive representation and active representation of civil servants of ethnic minorities in China.The sixth part is an epilogue that describes the insufficiency of research and the prospects for future research.
