The Research On The Difficult Position Of The Disabled And Corresponding Assistance From The Perspective Of Social Exclusion

According to the second national sampling survey on disabled people, as for2006, there were82million disabled people in china, which accounted for6.34%of the china’s population in total, involving in260million family population. In2009, China had10million disabled people living below the poverty line, which account for29.02percent of the total poverty population. At the same time, disabled persons are in trouble in aspect of employment, education, political participation, social security, social communication and so on, with low social status.In order to explore the difficult position of the disabled comprehensively, First, The article is using the perspective of social exclusion to analyze the situation that disabled people are always in trouble in all kinds of life. The article thinks that disabled people have been suffering various life trouble, not because of the individual organism disorder, but because of the society exclusion system, within which each dimension interacts with each other. So, article describes the difficult position of the disabled includes three aspects:social exclusion in culture and cognition, policies exclusion, and resource assignment exclusion.According to the survey results, Second article describes and explores the individual’s feel of different age stages of disabled persons from the micro perspective. And this part provides the scientific basis for disabled aid. We found that because of different courses of life development, as well as the different stages of life in which disability happened, the disabled would have different experience. Meanwhile, due to the widespread social exclusion, their experience has something in common.How to treat the disabled persons is the measure of a society civilization. Disabled group has been in the bottom of society for long-term, which may influence social stability and development directly. Therefore, it is significant for the society to find the radical reasons for their difficult position, and choose scientific methods to solve it. And deconstruction of social exclusion system is the most fundamental way to help them out of the woods. Social work is a scientific and humane methods of work, From concept of "helping others help themselves" to the purpose of helping the case growing and self-determination which fits assistance for persons with disabilities to a high degree, The article advocated social work intervention to persons with disabilities assistance will be a viable and valuable exploration of deconstruction of social exclusion system.
