Acceleration of economic globalization today, the sub-corruption has become increasingly hinder thedevelopment of economy and society countries threat. Whether the slow pace of economic development inpoor countries, or economic advanced industrial countries; whether a socialist countries, or the capitalistcountries, they were given the sub-corruption problems. Sub-corruption in the gray area between illegal andnot illegal, it has a strong hidden subject of extensive and derivative series of characteristics. Theprevalence of sub-corruption in our country is caused due to the official standard of thought, acquaintancesand social characteristics unique national conditions and the influence of traditional culture. Sub-corruption,waste of national resources, reduces the efficiency of the administrative law enforcement; affect thecredibility of the Government. In the report to the Seventeenth Party Congress, Comrade Hu Jintao pointedout:"Resolutely punishing and effectively preventing corruption, popular support and the party’s life ordeath, is a major political task the Party must attend." Also pointed out that,"We will fight corruption,comprehensive treatment, punishment and prevention simultaneously pay attention to the principle ofprevention, solid progress punishment and prevention system, crack down on corruption at the same timepay more attention to the root of the problem and more prevention, more focus on institution building,expanding the field of preventing corruption from the source. Therefore, in the construction of the fightagainst corruption, to implement this important idea, we must pay more attention to a good job ofprevention.In this paper, the combination of macro and micro analysis, a combination of empirical analysis andnormative analysis and qualitative analysis and quantitative analysis of the combination of researchmethods, proceed from the sub-corruption at home and abroad, sub-corruption, theory, analysis of the sub-corruption the main features of the formation of the conditions, causes and hazards. The counter-measures of strengthening civil servant respectively form themoral education training, improve the moral level in politics, to establish a party’s anti-corruption laws andregulations, as soon as possible to the Civil Assets Disclosure Act, regulating the civil service source ofincome, the development of the citizens to report and smooth the channels of supervision by the masses,division of powers to ensure effective supervision, to improve information management system to provide legal guarantees for media monitoring, to further promote openness in government affairs power in thesunshine, promoting e-government construction to achieve the organic combination of technical means andpower supervision, the organic combination of the perfect the citizen right safeguard mechanism,strengthen the civic supervise aspects to elaborate. Thought each aspect, at all levels to establish a perfectmechanism, strictly prevent the sub-corruption.
