The Social Transformation Of The Prevention Of Corruption

The valid prevention of corruption is an important marking of our party ruling ability, the important path of the party and government's constructing and the struggle against corruption, and also the important topic of the anti-corruption theories in new century. With Chinese society entering the transformation period, the economic and political system , social structure and society consciousness have changed deeply , among the reform ,there are some deep-seated contradictions that provide the soil and conditions for corruption phenomenon to spread ,which has challenged the Communist Party to improve the ruling ability, consolidate the ruling position and maintain the advanced nature of the Communist Party . Facing the rigorous situation of anti-corrupt conflict, it is very urgent to put the anti-corruption efforts and the promotion of clean government in outstanding and important position, and to find out the way of science, valid prevention corruption. With the Marxism-Leninism, Mao Zedong Thought Deng Xiaoping's theories and" three representatives" importance thought for leading, according to demand of the scientific concept of development, and with analysing corruption reason and mechanism deeply in time of the society transformation, the thesis studies the thought and practice of preventing corruption of Chinese Communist Party of in historical perspective, and contrasts the foreign counties' experience . The thesis argues the great significance of establishing and improving the system of punishment and prevention of corruption, and introduce a series of measures and strategies with centering on normalizing authoritativeness operating, including ideological, institution and technical prevention.This thesis is divided into eight chapters.Chapter one defines the concept of corruption. It inspects some research achievements about corrupt concept and puts forward four main factors of the corrupt concept, the method of corrupt behavior, the purpose of corrupt behavior and the result of corrupt behavior. I think that, broadly, corruption is the behavior which a public power is used to seek the private interest and injure the public benefits seriously. Narrowly, it is the behavior which a national power is used to seek the private interest and injure the nation and people's benefits seriously. Next, it analyses the essences and dangers of the corrupt concept's extension, and the distinction and connection between corrupt concept and other terms about anti-corruption efforts and the promotion of clean government.Chapter two analyses the corrupt forms in time of social transition. With the empirical method, it analyses the characteristics of corruption. First, the high incidence of corruption is a common characteristic of society transformation nations through comparative analysis between home and abroad. Second, it sums up the main characteristics of corruption ,which induces that the corruption have already seeped through the each realm; the serious corrupt case appears continuously; three kinds people are closely related with corruption; the corrupt crime presents to the trend of internationalization. Thirdly, it summarizes the basic rules of corruption, the more deeply national power gets involved in the resources distribution , the higher probability of the corrupt phenomenon happens; the hotter part of the investment of government is, the higher probability of the corrupt phenomenon happens ; the more concentrated section and personal powers are , the higher probability of the corrupt phenomenon happens.Chapter three discusses the reasons of corruption's breeding and extending under the background and clues of institution transition. First, it puts forward that , with the changing of our country's basic economic system, pursuing material benefits has become a kind of social fashion, therefore facing the temptation ,some party members and cadres have intense beneficial idea, their communist ideals and convictions have shaken, psychology has not been in balance seriously, especially some leaders, all this making education of fine work style of the Party and cleanning government face many difficulties. Second, it puts forward that our country is changing from the planned economy to the socialism market economy ,and the whole society has been in the condition which two mechanism operate at the same time: the socialism market economy system have been built up basically; but on the other hand, it is still outstanding that the government interferes the economic business excessively, even some microeconomic fields. The reasons of corruption's breeding are the defects of market mechanism and the flaws of legal system . Thirdly, it puts forward that, under the condition that our party is in power and will govern over a long period of time, the national power will be corroded continuously; The excessively concentrated power is a problem that have not been resolving for a long time; our country power mechanism exists many flaws, such as rights and duties is mixed up, restriction and supervision is inadequate and so on .Chapter four analyses the mechanism and the method of corruption prevention from micro fact. There are three important links that causes corruption behavior, corrupt intention, corrupt opportunity and corrupt motivation, every prevention measure can cut off the chain of corrupt motivation and act on good. Moreover, all that can enhance the whole effect, setting up the idea of corruption preventing systematically and reformation innovation, and the comprehensive usage of idea prevention, system prevention, technique prevention.Chapter five discusses the main ways and enlightenment of foreign countries. This chapter enumerates the outside relevant ways of idea prevention, system prevention, technique prevention, and points out some weak links of corruption prevention by the contrast analysis. Chapter six analyses the development of our party's corruption prevention idea and practice since reform and opening-up. Moreover, it studies the development process of our corruption prevention historically, and puts forward that we will turn the anti-corruption work from manage to prevention, which can strengthens foresee and initiative, Our Party now has a much deeper understanding of the anti-corruption efforts and the promotion of clean government, we have entered a new phase of development.Chapter seven analyses the great significance of establishing and improving the corruption prevention and punishment system. First, it puts forward that, it is the trend of anti-corruption conflict in the world that building up the national system of clean and honest government nowadays. Second, it analyses the main characteristics of our corruption prevention and punishment system. Thirdly, it is the key to build up the long effect mechanism that party members and leaders do not wish to corrupt, can't corrupt and dare not corrupt.Chapter eight puts forward that normalizing power operation strictly is the emphasis of corruption prevention. This chapter comes up with a series of corruption prevention measures , respectively from the idea prevention ,the system prevention and technique prevention. First is to consolidate the idea of normalizing power operation by strengthening the education ;second is to establish and improve the system of normalizing power operation ;third is to strengthen construction of the corruption prevention technique facilities strongly.
