The local autonomy thoughts are important part of Zhang Junmai’s constitutionalism thoughts. Zhang Junmai paid the great concern to local autonomy in all his life. Zhang Junmai always think that the province should have an independent legal person status. Through the research of Zhang Junmai’s local autonomy thoughts, we can understand that his political opposition to centralized extreme, and the warlord regimes of extreme discontent. He want to through the local autonomy to achieve the ideal of democratic constitutional government. Local autonomy is the people hold the power that control the local place. Zhang Junmai think local autonomy is an important way to achieve constitutional democracy, and that is also an important aspect of securing the rights of the people. In his view, there are three aspects to realize the place of autonomy, such as preparation of voter handbook, information disclosure and model character. Through the two times the design of the draft constitution, Zhang Junmai established a set of local autonomy. This set conclude the provisions of the local autonomy, the local council,but he think that jurisdiction should belong to the central. Two draft constitution he made are pay close attention to provisions of the central and local purview division, and made clear the central and local scope of authority.The third part is the evaluation of Zhang Junmai’s local autonomy thought. He made specific division to the central and local authority. He want to end the warlords situation. He differentiate the central taxes and the local taxes, he expectat the local financial independence. He advocated political elite, but he ignored the role of the masses.
