The Rest System And The Final Ending

Under the action of life cycle,ageing is the common ending of people. Thus,as the special portion of the social security system,the rest system is different from the pension system,because its objects are the veteran cadres who participated in the work before the founding of the People’s Republic of China. As well as the rest systen,many countries or areas have their own special pension systems that are aimed at serving the privilege groups,like the civil servants.But in the the consistency of the privilege system,the rest system is the independent part.It arised from a special ear and will continue to exist within the limited period. So we need to have a clear understanding of the rest system because of its special characteristics,the maintenance of the inertia and the development of the social security system to know its history,features,function and the development trend.In addition to this,there are two social facts that one is that many people do not know the meaning of the rest system;another one is that the research of the rest system is less. Consequently,people are not familiar with the rest system,even lack of attention to it.However,as the sign or process of China’s social security system change and development,the historical feature requires us to know the rest system to serve to the research of institutions history and our history.So,the research aims at revealing its special status in the entire social security system gradually by the literature analysis and the quantitative analysis to make people know the relations between the rest system and the social security "fragmented" status and the social security "integration" trend.This research focuses on the analysis of its features functions and the final, rather than the historical review of the rest system and retired cadres management or research services to highlight its unique feature and period limit--the final ending.Therefore,the change of the rest system means in some ways the development process of whole the social security system because of the rest system representing the social security "fragmented" status and the final ending representing the social security "integration".
