A Study On The Changes Of Power Structure At Village

Rural society power structure problem and the building of grass-roots party organizations in the Countryside problem are hotspots in the field of sural society, this serves to show how theoretical research value and practical value it has been. This paper from the view angle of the power changes of secretary of village, by way of in-depth investigation, I attempts to comb out the changes of power structure in the S village from the1949s to now, and trying to straighten out how the country policy influences power structure in village in the different periods, and thus for provide an empirical case for research of rural society power structure problem and the building of grass-roots party organizations in the Countryside problem.This paper first describes S village and area of S village. Then analyzes social background, and village power structure from the period of land reform, the period collectivization and the period of reform and opening up. In the land reform period, the new authority concentrated of the peasant association to become the core of village power structure; in the collectivize process, the village power resources is concentrated of village party branch, the secretary of village became the unified leadership in the village, the village established the production brigade-team system under the leadership only by the party; after the reform and opening up, power resource dispersion leads to the power smaller of the secretary of village, especially after the emergence of the village committee, village formed double-powered structure. Although the village Party branch still to play a leading role in the village by authoritative resources, but to really play the role as the core of leadership, it must be more tests in the future.The paper argues that, since the founding of the PRC,the process of changes of power structure in the village is the process of country policy influences power resource in village and that subject who the village power resource changes leading to power changes. But after the reform and open-up, country policy influences has decreases. Although villages faced same policy background, but the specific power resource setup form the specific interactive from the double-powered structure.
