The Research On The Promotion Countermeasure Of The Village Party Branch Secretary's Political Leadership

With the rapid development of Chinese economy,the advancement of urbanization and industrialization,the shortage of rural human resources continues to increase,the development of village construction lack of young labor force,in the development of economic industry lack of competent leaders,in the activity of the village lack of organizers,grassroots governance into chaos.Put forward the village revitalization strategy,strengthening basic work at the grassroots level in rural areas,and fostering a working force that understands agriculture,loves rural areas and loves farmers in the report of the 19 th CPC national congress.Rural party branch secretary as the spearhead of the rural revitalization,the leader of the grass-roots party organizations,the leader of the village leadership,his political leadership level is related to the full implementation of the rural revitalization strategy.By dividing the village party branch secretary's political leadership into four parts: political competency,political decision,political execution and political influence power,to design the questionnaire of the village party branch secretary's political leadership.Taking village party branch secretary in Hengshan county,Hunan province as the research sample,conduct descriptive and differential analysis of the sample data through SPSS softwar,so as to summarize tthe problems of the village party branch secretary's political leadership in statistical results for four questions: in political competency not enough in-depth knowledge of theory,in political decision for the political decision innovation consciousness is not strong,in political execution for perception of the policy document is not in place,in political influence power for work enthusiasm is not high.According to the new requirements of the village party branch secretary's political leadership and put forward countermeasures to improve the village party branch secretary's political leadership.On the one hand,from the personal level of the village party branch secretary to strengthen their political leadership,enhance the consciousness of political leadership,enhance political competency,make good decisions on political affairs,cultivate the consciousness of innovation,and enhance the political decision,carry out the work well,report to the superior timely,improve the political execution,do a good job in the village planning,work seriously and responsibly,and enhance political influence.On the other hand,from the organizational level to strengthen the management of the village party branch secretary team,improve the selection and appointment of the village party branch secretary mechanism,multi-channel talent selection,to formulate and implement the training plan for improving the political leadership of the village party branch secretary,improve the incentive mechanism to ensure the stability of the village party secretary branch team,strengthen democratic supervision,build a mechanism of checks and balance on the power of the village party branch secretary.Based on the field investigation and empirical analysis,through survey the current situation of the village party branch secretary's political leadership,this paper puts forward the promotion countermeasure of the village party branch secretary's political leadership,aiming to make the village party branch secretary become an expert in rural revitalization,and provide management and decision-making reference for the promotion of political leadership of the village party branch secretary and the grass-roots party organizations in China.
