Research On The Cultivation Of Village Party Branch Secretary Based On Competency Theory

The 13 th Five-Year Plan further points out the backwardness of building in our rural areas,and points out our country should further deepen the strategy of rural revitalization and promote the construction of a well-off society.The balance of urban and rural development is one of the problems that our country needs to consider at present.Many reasons cause this kind of phenomenon,among which the poor management of the grassroots leadership team is a major problem.As the lowest level of leadership in China,the village party organization,with the village party secretary as its core,is responsible for the unified leadership of all affairs in its village.Therefore,in order to deepen the strategy of rural revitalization and realize the common prosperity of the whole society,we should first improve the overall ability level of the rural party branch team in order to meet the needs of rural development.Seeing from now,the training methods of party branch secretaries in rural areas mainly include distance education,centralized training,visit and study,on-the-job training,cross-appointment and so on.The goals of the training are nothing more than to improve political literacy,to improve wealth creation and to make village officials more honest and law-abiding.The real situation,however,is not good as the original plan.Most party branch secretaries did not improve before and after the training,and felt that the training had little practical effect,which leads a lot of party branch secretaries to be repulsed by it.This paper mainly takes analyzing cases as the method to study the merits and demerits of Yinzhou District's promotion of village party branch secretaries It is believed that the training of party branch secretaries should not only start from the outside,providing learning opportunities and learning environment,but also start from within the secretaries to stimulate the desire for active promotion.It is also necessary to optimize the feedback mechanism of cultivation,integrate cultivation into daily life,immediately grasp the effectiveness of cultivation,and continuously improve cultivation methods.Under the situation of helping party branch secretaries possess the “all the revealing details” of basic qualities,the party branch secretaries participate in “improving” study selectively,and the personalized and hierarchical cultivating methods are adopted to create a team of village party branch secretaries.
