The Selection And Application Of China’s Urban Minimum Standard Calculation Method

Scientific and rational minimum standard can relieve the pressure of life for poorresidents to survive,and enable the poor labor force to compete in the market, whichcontributs to the sound development of our economy and society. To develop a scientificand reasonable minimum standard, it must be based on scientific calculations. Therefore, itis particularly important to choose the scientific calculation method when our citiesdetermin the minmum standard.By collecting and collating studies on poverty and the poverty line calculation methodfrom domestic and foreign scholars, this paper highlights seven kinds of commonly usedcalculation methods. These seven kinds of calculation methods were assessed,by drawingon the domestic research related to the evaluation index system and principles.Theconclusion is that the Combination Calculation is more scientific and rational at present,which is based on the Extended Linear Expenditure Method and denominated by theProportion of Consumption Expenditure Approach.Analysing the practice of Suzhou UrbanPoverty Line,the paper use the Combination Calculation made estimates of the minimumstandard of Suzhou city. The estimation results were compared with the minimum standardin the practice,and consumer expenditure datum about100sample Poor Families,which isimplemented by Suzhou Urban Investigation Team.Therefor, I think our cities shouldchoose the Combination Calculation when determining the minmum standard.
