Research On The Minimum Living Standard Of Shanxi Province

Since the implementation of the urban minimum living security system in Shanxi Province,after more than 20 years of development and improvement,it has become an indispensable social system in social security.The formulation of the minimum living standard is the key link in this system.This paper is a study on the minimum living standard of urban life in Shanxi Province.With the improvement of the economic level of Shanxi Province and the development of social productivity,people's living standards and consumption are also increasing,and the cost of living is also increasing year by year.Under this background,the standard of subsistence allowances has also changed.The data of the past five years from 2013 to 2017 analyzed the changes of the minimum living standard for urban living in Shanxi Province,and found some problems.For example,the level of guarantee for the minimum living standard set by the government is low,and the differences between regions are large.It reflects the simultaneous development of the economic level and the concept of shared development.Therefore,in order to explore the reasonable adjustment mechanism of the subsistence allowance standard,this paper is based on the relevant theory of Maslow's demand hierarchy,combined with the extended linear expenditure method as the calculation method of the minimum living standard for urban residents in Shanxi Province.The data of the per capita disposable income and consumption expenditure of different income levels of cities and towns from 2013 to 2017 in the Statistical Yearbook of Shanxi Province are summarized.The correlation coefficient of the extended linear expenditure model is calculated by SPSS statistical software.According to the model,the survival poverty line,the living poverty line and the development poverty line of urban residents in Shanxi Province are calculated.Then compare it with the fiscal revenue of Shanxi Province,and test the feasibility of using the extended linear expenditure model to measure the minimum living standard.Finally,it is considered that the living standard of living allowances is in line with the actual situation of Shanxi Province,and can meet the food and clothing of poorgroups.,medical and educational needs.
