| From new China’s Common Programme to the next constitutions were issuedand revised, our country’s civil rights system was constantly improved and perfected,This reflects the CCP’s consistent view on maintaining and protecting civil rights andbasic purpose on serving the people wholeheartedly. Establish people-oriented civilrights system, realize and protect the rights of citizens, it is not only the embodimentof party’s ruling ability, but also party’s ruling goal. To vast cadres of party memberleader, it will have to maintain and protect citizens’ rights as the starting point and thefoothold to strengthen party’s ruling ability construction, this plays an important rolefor enhancing legitimacy of party’s ruling, adhering to the principle of putting peoplefirst and administration for the people and advancing for construction of harmonioussociety.This paper is divided into three parts, and it takes civil rights as the angle of viewto study how to strengthen the construction of governing capacity of cadre of partymember leader deeply.The first part is mainly summarize the theory connotation of civil rights, andanalyze the important significance for strengthening party’s ruling ability constructionthrough maintaining and protecting citizens’ rights, that provides the theoretical andpractical basis for the paper’s further research.The second part mainly analyzes that the cadre of party member leader shouldface up to the problem of the reality on the cognition and practice of civil rights, andanalyzes its causes.The third part is mainly aim for the realistic problems raised in former part, fromtwo aspects to put forward countermeasures for maintaining and protecting citizens’rights and strengthening the construction of governing capacity of cadre of partymember leader, that is enhancing civil right awareness of cadres of party memberleader and strengthening the system construction on the maintenance and protectionof civil rights. |
