Constitutionalism Review On China’s Letter Petition System

The Communist Party of China and Chinese government attaches great importance to social management innovation, the Letter Petition system is also important in the social management innovation. There are many researches of social science issues in academic, and the research about the Letter Petition system was common too. As a political system with Chinese characteristics, the Letter Petition system is just like a bridge connecting the party and the people, and is an important way for masses of people to have effective political participation and to exercise their rights.The Letter Petition System has developed for many years, expressing the demands of people, safeguarding their legitimate rights and interests of the basic system of protection, many of the contradictions and disputes through the window to fully appear, for our party and government to identify problems, correctly handling the provide a scientific basis for conflict. The Letter Petition was a barometer that reflects the social contradictions, the masses of the people choose the Letter Petition to realizing rights. The first part introduced the basic principles of the the Letter Petition system, described the characteristics of foreign country’s Petition system and that had inflected on the Letter Petition system。 The object of the second part was the petitioner, the petition institutions, the petition, and analysis of the status quo of the Letter Petition system. The third part explained the reasons for the existence and problems of the Letter Petition system. There are three problems in the Letter Petition system, four reasons were interoperated the phenomenon and the problems.
