Study On Perfection Of The Letter Petition System In Dalian

Since the reform and opening up,Dalian's society and economy grows rapidly,meanwhile,social contradiction emerges as well.Problems reflected by petition letters and visits are in expanding numbers.Besides,petitions in group and leapfrog petitions are no more uncommon.As a result,the current petition system can no longer serve the requirement imposed by our era.Dalian,as sub-provincial city and city specifically designated in the state plan,owns both city and large rural area,with the blending of first,second and third industry,hence all sorts of social conflicts take place frequently.Although the current petition system plays a significant role in laying a foundation for mass line,protecting legal requirement of the public,solving legitimate appeals and improving social stability and harmony,there exist multiple obstacles in terms of system operation and usage,reflecting the rigorous situation of petition work and impending needs to perfect construction of petition system.This article collects and arranges the current operating results of Dalian's petition system,and makes use of interview,visit and questionnaire survey,and takes a thorough research into the problems and causes of difficulties in practice of petition system,and raises solutions.From the current data we can draw a conclusion that Dalian's petition system indeed has made considerable progress,which effectively protects legal requirements of the public.However,because of lack of special institution that fits Dalian most,residual central planning economic impact manifested in the contents of institution,incomplete procedures of petition reform,stagnation of legislation and low degree of normalization,there are increasing occurrence of petition cases,leapfrog petitions group petitions and fault-finding petitions.Confronted with above-mentioned problems,the author will put forward possible construction plans to better improve Dalian's petition system,and further specify the idea behind that construction,reinforcing well-directed protection measures.
