Research On The Problems Of The Conflict Govermance Of Grassroots Petition Letter In The New Era

In the new era,the major social contradictions in our country have changed,which results in the changes of contents and characteristics of grass-roots petition.Grass-roots petition work not only plays an important role in maintaining social harmony and stability,but also does great benefits to resolve social conflicts.Grass-roots petition that served as a social safety valve is also an important channel for resolving social conflicts.However,in the process of dealing with petition issues,it is inevitable that contradictions between petitions and petitions occur.Therefore,resolving petition conflicts is the main focus of grass-roots petition,and it is also a prerequisite for the smooth work of petition affairs in China,especially in the new era.In this situation,it is of great significance to find the problems,analyze the causes,and propose countermeasures to overcome the difficulties in grass-roots petition.It can not only promote the completion of grass-roots petition,but also make great contributions to the party and the government in fulfilling the goal of building a harmonious society.This article uses literature research method,case study method,investigation method and other research methods.It based on the case of contradictions in petition in L counties of Hubei Province,It has been found that there are problems such as the lack of smooth channels,unclear distribution of power and responsibility,low rate of conflict management,and single means of conflict management in L county.It is mainly due to the increasing contradictions caused by the divergence of interests during the transition period,the imperfect laws and regulations on petition and petition,the imperfect organizational structure of grassroots petition and visit,the lack of awareness of the responsibility of some petition cadres,and the vague understanding of the function of petition and visit by many petitioners.In the new era,on the basis of the new requirements for the governance of petitions and contradictions brought about by changes in the major social conflicts.it argues that the propaganda and guidance of grass-roots petition must be strengthened.Laws and regulations for the management of contradictions at the basic petition should be perfected.The results are concluded in six parts.The multi-party coordination mechanism for the management of contradictions at the grass-roots level should be built the early feedback mechanism for communicative petitions should be strengthened;expression and coordination mechanism of the basic interests of the masses should be improved;the self-construction of petition organizations should be perfected.
