Turn From The Concept Of Welfare Rights To Policy Practice

Protecting the rights of the disabled, eliminating the social exclusion, help the disabled integrate into society to enjoy the economic and social development achievements, it is the direction of the development of international project for the disabled. In the lately five decades, under the promotion of the United Nations and governments, the concept of "equality of rights" has gradually spread in the world, and many countries construct the disability benefits system based on this concept. Nordic countries and the United Kingdom, United States, Japan and other developed countries are generally established the system of disability benefits. They set some allowance programs such as living allowance, nursing allowance and employment allowance in order to meet the diverse welfare needs of the disabled. Therefore, view from the international aspect, protecting the civil rights of the disabled, design the disability benefits system is an important content to build and improve the welfare system of the disabled. This system and policy based on the perspective of civil rights can promote the construction of welfare system of the disabled.In China, social security system of the disabled experienced a significant change in the lately five decades, the concept has gradually turn from succor to rights; shift from family support to the common responsibility; from the protection of basic living requirements towards a higher level of education, culture and entertainment; and start to build and improve the welfare system for persons with disabilities from the international perspective and standards. Of course, in this process, China is still facing a lot of practical problems. At this stage, China’s social security of persons with disabilities is lagging behind, disability policy of residual welfare model mainly adopt social assistance measures, lacking of the concept of rights. Therefore, at this stage, the growing number of scholars studies the indicators evaluation system of social security for people with disability and builds the local disabled welfare system with international experience and research.In this paper, a comparative study on the development of the welfare of persons with disabilities in the world and explore the successful experience of developed countries in the practice of disability benefits system. On this basis, I talk about the basic condition and its problems of the disability’s social security in Zhejiang province. I use the theories of civil rights, social exclusion, universalism and inclusive development to analyze the situation of disability rights. At the same time, I analyze the feasibility of building the disabilities benefits system of Zhejiang province from the aspects of welfare philosophy, economic and so on and try to put forward suggestions.The study found that, Zhejiang Province has been gradually increasing the investment in the welfare of persons with disabilities during the "Eleventh Five", setting up multiple projects among the disabled work. However, as the welfare concept is vague, and lack of universalism, coupled with the situation of "policy first and system missing", which make the disabilities welfare of Zhejiang province facing many difficulties. At the same time, we are lack of a long-term mechanism, so that we can not stabilize the practice effects. So, in the next period, we should intensify the publicity of "equal rights" welfare philosophy, improve universalism, in particular, to focus on institution building, and improve the supporting facilities and professional people, establish a linkage mechanism for social services, and broaden the financing channels.
