Government Credibility, refers to the power of public trust, which represents the subjectiveevaluation of the behavior of the government and its staff made by the public. The strength of thegovernment credibility is closely related to the richness of the government’s credit resource, aswell as the image in the public mind set by the government and its staff. Since the Reform andOpening-up policy, with the deepening process of the reform of the administrative system, therehas been an obvious increase in both the level of our social management and the quality of ourpublic products and services. Presently, the general credibility of our government is above theaverage, which can be seen from the positive support our central government gained from thepublic, while some local credibility shows a trend of weakening. As an objectively existence ofthe political resource, government credibility plays as a core in the social credit system. However,the local government, as the executor of the central government in performing the state’sauthority and will, and the representative in conducting the political affairs, ought to pay unusualattention on the construction of its public credibility. Thus, it is of tremendous significance, boththeoretically and practically, in doing research in the aspects of building honest government andenhancing the local government credibility.The article will focus on the viewpoint of government public relations. Public Relationshipof Government, refers to the communication management between government and the public,which is a kind of Management Concept and practice that embody the government’s fundamentalfunction represented by the maintenance and development of various internal and externalrelationships set up around the government. By performing the function of dissemination in bothcommunication and the norm of conduct, etc. it aims to set up fine relationships with the publicand maintain a favorable image of the government. The three basic elements of PR, refer to theSubject(the government), Object(the public), and the Intermediary between the S andO(dissemination). The process in which the government improve its credibility also belongs tocategory of which the government practice its PR. This article will try to analyze the currentsituation of local government credibility and the existing issues in it from the three aspects of thePR, which refers to Subject, Object and Intermediary, together with solutions and meansaccordingly.The Should-be and Actually-be Relations are included in analyzing the issues in the whole passage. Should-be relation, refers to the scientific prediction and judgement from the level ofthe event-development law, and it reveals the status to which the event should have beendeveloped. Actually-be relation is the objective description of the phenomenon, which revealsthe actual status of the event in reality. The development of the event is a combination of theShould-be and Actually-be relations. The latter is determined by the former, while the former isreflected by the latter. The development process is the transformation process between the tworelations. The Theoretical Investigation and Positive Analysis for the G-C is a dialectical unity.The TI for GC should be discuss on the essence and value of G-C. It can provide us evidence andway of thinking in how to promote the G-C in the real society by carrying out TI. The articleaims at pointing out the reality that the weakening of government credibility and analyzing thefundamental way in promoting G-C by doing TI in G-C issues and on the basis of totalunderstanding the G-C, which refers to the organizing of the three aspects, Subject, Object, andIntermediary.
