The Work Of The Rural Grassroots Petition

Since the new Petition Regulations promulgated, complying to the "territorial administration, graded responsibility" principles, most of the letters and questions are set down to the grassroots party, government organs and letters department. As bridges and linkage of the government departments and masses, handling letters and visits, especially the grassroots petition businesses, is becoming more and more important. It can be said that the grassroots, particularly in underdeveloped areas, are undergoing both pressures of development and society stability, but inevitably, this would do harm to the interests of various groups along with the developing process and resulting in more frequently contradictions and disputes. "Matters are effectively solved, peoples satisfied", is always the starting points and goals of the grassroots petition, and also the relentless pursuit of the cadres of grassroots petition. In this thesis, the author has analyzed and summarized the three years’ investigation practices in the grassroots petition sector in Huaxian county, and after a in-depth evaluation of these factors, the author proposed a reliable solution that would probably end the contradictions and disputes in underdeveloped areas, as well as how to better address petition cases, and prevent the generation of letters and questions from the fundamental in order to achieve the goal of" Matters are effectively solved, peoples satisfied ".This paper is composed with four parts, the first part describes the urrent research results at home and the abroad. The second part is introduction of the grassroots petition work of Huaxian county, the raising conceptions of dealing with the overall petition work, the masses (petition) system, the "2+3" hearing mediation work mechanism, the three linkage to resolve contradictions and disputes mechanism, the four empirical practices, and a detailed exposition and analysis. The third part explained the research of Huaxian petition work situation, put forward four outstanding problems. First, the amount of petition, letters and questions are going up year after year. Second, the petitioner problems are covering more and more concentrated. Third, peoples inclined to petition are mostly the same. Fourth, describes the hidden danger of group petition. On these basis, we discussed the reasons that would be responsible for this situation from three aspects, the policy, the petition work itself and the masses themselves. The forth Part is the focus of this article, on the basis of comprehensive analysis of situations in Huaxian petition work, we represent our suggestions on how to do grassroots petition work. Following are the mainly evaluated aspects, they are the establishment of the petition work network systems, collecting petition cases and public information, the establishment of the petition information platforms, the activities of petition backlog of focus to resolve, improve the petition accountability systems, improving the supervise systems of the petition work goals, and improving villages’ conditions for letters and visits system of regular meetings, and finally from a focus on grassroots petition and government departments, let the villages cadres and students of village cadres play a more important role.This paper aims to supply some effective regulations to solve the stubborn problems lies in grassroots petition work by researching more comprehensive interrelated factors that caused this thorny situation in petition work in order to open a more positive circumstance in grassroots petition work in the following era. Meanwhile, we hope the public could notice the difficulties of grassroots petition work and, in somewhat, reduce their misunderstanding on the grassroots departments and government organs, and, if possible, give these agencies some necessary understanding and support.
