The Petition problem is a concrete reflection of the contradiction and the conflict of the adjustment of interest pattern during the period of social transformation, the petition work processing is good or bad, directly affect the social harmony and stability. The grass-roots petition addressed in our direction and system design, the basic point is also the future of the petition work. In general, the petition work, especially at the local government level, enhance the progress in advancing in the twists and turns, and played a positive role in maintaining local social stability. However, from the grass-roots petition total has remained high in recent years, repeat visits, leapfrog visit, rural petition straight up wait for a phenomenon, grass-roots petition work is still passive, actual working efficiency is not high, the work has some difficulties and limitations. So, put forward counter-measures to solve the dilemma, to promote good grass-roots petition work in the new period, has the important practical significance.
