Since the 1990s, the concept of "governance" and "good governance" is increasingly becoming the core concepts of public administration. Governance theory are also increasingly used in place local management, especially among closely related and civic local decision-making, how to expand citizen participation, citizen participation in local in local decision-making and management which is increasingly a topic of concern of the local places, but also political democratization of the inevitable demands and trends.Place to place in the decision-making management which there are still problems of one kind, of which there is the totalitarian system in China for thousands of years of feudal ideas, decision-making mechanism is not perfect, the reasons for higher civic participation.
