Building a service-oriented government has become the inevitable trend ofthe development of government organization. It is more and more important formodern service government organization improve the management mode and putthe effort to improve the services. Improve civil servant satisfaction is to meet therequirements of building a modern service-oriented government. The goodcirculation psychological contract between civil servants and government isconducive to the improvement of public service satisfaction. And then promotethe identity for civil servants to the organizational, sometimes improve the workefficiency, for the construction of service-oriented government and lay a solidfoundation. At the same time, the psychological contract theory has beenresearched for a long time, its value and the practice significance has beenconfirmed in a wide range. The psychological contract provides a new effectiveway for improving the government civil servants team satisfaction. It hasimportant practical and theoretical significance.The psychology contract is introduced into the civil service satisfactionsystem research. Firstly, the research background, research significance, researchstatus and research methods are introduced in this paper, and then summary therelated concepts of psychological contract. Mainly introduces the connotation ofpsychological contract and civil servant satisfaction meaning. A description ofinfluence on the civil service satisfaction by the organization of expectations,organizational culture, personal objective factors.Then, discusses the psychological contract and civil servant satisfactionrelationship. Firstly tell the necessity of improving the civil servant satisfaction.For improving the work efficiency, promote the accomplishment of organizationalgoals, conducive to social harmony and stability. Based on the introduction of the psychological contract related between a civil servant and government,then Fromthe psychological contract establishment influence on the good psychologicalcontract between the civil service satisfaction and The government.Then, details of the influence for our country to improve the civil servicesatisfaction system and incentive system, active participation, active systemperformance system of civil servants, civil servant system lack of organizationalculture on organizational environment there is discontent and other factors on thepromotion effect of civil service satisfaction.Finally, based on psychological contract to put forward the followingguiding equality, difference, systemic principles to improve civil servicesatisfaction. Mainly includes from perspective of the establishment thepsychological contract of the subject system of promoting civil servicesatisfaction. Based on the psychological contract to improve civil servantsatisfaction system arrangement, through the study on the incentive system ofpsychological contract to improve the civil service satisfaction, through aparticipatory system research on psychological contract organizational satisfaction,through the establishment of fair performance management system research ofpsychological contract on promotion of public servants identity. From theperspective of psychological contract to promote and perfect the civil servicesatisfaction of supporting system: establish the human-oriented tissue culture,create a good organization environment as well as in promoting civil servantsatisfaction needs attention. Finally the paper summarizes briefly.
