Since the 1960 s, the concept of psychological contract put forward, its theoretical value and practical significance with the approval of the very broad, it has become a hot spot in the human resources management theory and organizational behavior. After a long, especially in recent years, the development of management in the enterprise operation was born in many of the psychological contract of the application of outstanding achievements, and also for the enterprise human resources management and development opens up many new roads. However, the current psychological contract in the field of public administration research results are relatively lack. In fact, the psychological contract theory to improve civil servant’s job satisfaction and the government’s administrative organization management has a very positive role, therefore in the public sector of the psychological contract research has important and far-reaching significance.In this paper, the method and theory of psychological contract is introduced into the management domain of the public sector in China and on the basis of the analysis and study, will the government administrative organization and civil servants as the research subject, civil servants and the expected connotation of psychological contract between organization and the necessity of the theory in the field of public application. The psychological contract of shunyi district civil servants situation in the present situation investigation, as their results in this paper, the empirical support. Fo r civil servants and the problems of psychological contract between government administrative organization, in-depth studies are analyzed prominent psychological contract violation and information asymmetry problem, on the basis of this reason points level mining, and in the final echo root cause analysis is proposed to improve the effectiveness of the psychological contract of civil servant problem countermeasure, to government organization of civil servants’ psychological contract management to provide a solid theoretical basis. At the same time, the exploration of psychological contract management of civil servants and broadening the research field of the traditional psychological contract, in order to further tap the government human resource management and development provides a new vision and ideas.
