The rapid development of the Internet has largely expanded the networksociety , but its anonymity has made the order of this growing virtual socialchaotic, which had cased a variety of social problems, directly affect the stabilityof the real social. The social network management is an important part forgovernment management, how to carry on the management effectively has beenthe concerned issues for government departments. The network real-name systemas a kind of effective means for the management of network society, which hascaused the attention of the governments and other departments. South Korea isone of the first countries in the world to implement the network real-name system,which has kept its social problems at a minimum level since its implementation,South Korea’s network real-name system had made a success for its profoundsocial background, and the timing is relatively mature. At present in our country,the implementation of network real-name system faces several obstacles, such asthe user information management system is not standard, which leads to users’individual privacy information leakage and users worried that the freedom ofspeech is limited and has other problems. In view of this, how to effectivelyremove these obstacles to make the network real-name system play a regulatoryrole in network and serve the government better has become the key problems tobe solved for implementation of network at present.This paper attempts to provide the government network real-name systemobstacle, put forward a government dominant network real-name system, perfectit in technical and legal aspects. The scheme not only makes the government moreeffective in users’management but also protect the users’individual privacy and freedom of speech, which lifting worry of the user to the network real-namesystem.In generally, this paper has five parts.ⅠIntroduction. This section includes background and significance, literaturereview and comments, research methods and frame, innovation and insufficiency.The author mainly discusses the research background and literature review. Onone hand, describing some Internet phenomenon, pointing out that networkanonymity brings a variety of social problems.On the other hand, analizing theobstacles if it carries out the network real-name system in our country at present,these two aspects are described as the research background. in the literaturereview part,it discusses the development theory of the real-name system on thenetwork and comdes the knowledge in order to lay theoretical foundation for thenext parts.ⅡThe overview for network real-name system. In this part, firstly, the authorgive an overview and unified definition one by one for the real-name system,network real-name system and governmental dominant network real-name systembasic concepts, based on these concepts, it starts the research. Secondly, the paperanalyzes the necessity of carrying out the network real-name system ,which willbe benefit for the government, people and the social,. Mainly includes the abilityto purify network environment, network security, network maintenance for social,security virtual freedom, enhance the consciousness of self-discipline and promotethe harmony of the society.ⅢThe challenges that the government facing in carrying out the networkreal-name system. Mainly includes the following two respects, for one part it isthe users’privacy protection issues, including who would be the user’s realidentity information management, as well as to who has the right to view theusers’privacy; for another, it is the problem of whether the network real-namesystem could limit users’freedom of speech. It gives the clear idea of how tosolve these problems in a concentration way. ⅣThe plan research for the government to carry out the network real-namesystem. This section is on the basis of above discussion, it demonstrates thenetwork real-name system model from the overall framework to each functionalpart. This model clear out the network real-name system obstacles from theoretic:in the technical level, the CA certificate and key and hash algorithm, ensuringusers’privacy information is not intercepted, the users’information is managed bythe national special management agencies which responsible for theiradministrative power, anyone could not view users’information under in nospecial circumstances, so that the freedom of speech for users is protected. in thelegal level, it standards and perfects the operation in implementation the networkreal-name system.ⅤConclusion. Reviews the research content and significance of this paper,illustrate limitations of the study and put forward the prospects for future researchin the aspect of network real-name system.
