| With the development of the Internet, the anonymousness system has become a threat to the social norms and order. The change of the cyber space, with the abuse of anonymousness system’s negative function, shows it’s necessary to regulate the cyber world.The real-name Registration South Korean government has carried on, relatively is against the anonymousness system, refers to the system which relates the users’identification in cyber space to that in their actual life. During the development of the cyber society, it has been a hot issue both overseas and domestic that a real-name registration in cyber space should be established. A lot of scholars are against it while others support it. The network is actually a real network culture of a larger dispute and custom on the Internet. The virtual space of anonymousness cyber society is against the real life. But, also, most of the Internet users think that can contain addiction, and that users of all kinds have more responsibility to build a social credit system in cyber world. The link between Internet users will be more convenient for safety. In fact, the main purpose of network is to prevent some illegal people from using anonymous characteristics on the Internet to spread rumors, create panic and malicious infringes on the reputation or a series of network crimes.In recent years, with the rapid development of the Internet in China, the whole cyber society has become more and more influent on real depth. Not only can it remind the users of individual consciousness, but also they can even offer the guidance of public opinion. The Internet anonymity has been considered to be the main reason for the Internet regulation. Under the condition of anonymity, rights can get to be used in abuse. Many subjects of irresponsible behavior can not be found. So in China, to solve a series of problems brought by the anonymousness system, it is an inevitable result to carry out the real-name registration.South Korea is one of countries in which there’s a spread use of the Internet is current world. In the meanwhile, it is also the first one to implement the real-name registration system in cyber space in full. In order to maintain the cyber society runs safely and healthily and to protect the Internet users’legal rights and interests, South Korean government, since2002, began to carry on real-name registration system. Later, through several times’legislation, the development of cyber real-name registration system got developed. South Korea’s constant legislation of network security laws have made it’s Internet users and website to be responsible for their words and behaviors and set up a realization of legal consciousness.In order to reduce the illegal seek of personal information on the Internet, in August11,2011, the south Korean government announced the real-name registration system would be abolished in parts. But the root wasn’t due to the system itself but oversight in the regulation which resulted in the hacker attack of some well-known websites of South Korea and the loss of users’information. Therefore, the advance of the system cannot be completely denied.This paper has done deep research in the cyber environment in South Korea, the cyber real-name registration system and other aspects in South Korea. Also, By the reference of South Korea’s cyber system, I hope to find a proper way for the development of Chinese cyber society. The first purpose is to ensure that new information authenticity, according to the law of the People’s Republic of id card in chapter3of article13, article14, article15of the related regulation network new information provisions inspection. The second is to improve the technological supervision and management and strengthen the disciplinary system. The third is to establish a Internet system database that includes national information, as well as the personal information and ensure the security of personal information on the Internet. |
