The People-oirented Preliminary Exploration On The Communist Party’s Organization In Serving The People’s Livelihood

The people’s wellbeing is the fundamental problem that affects theliving and developing of the people. It is relevant to not only the people’smost caring﹑direct﹑realistic and urgent interest but also the overallsituation of the country’s reform and development, furthermore it matters toimproving the accomplishment, obtaining the resources and strengtheningthe foundation of the leadership of our Communist Party and Government.How to deal with the problem of the people’s wellbeing efficiently is theimportant project that we face when we apply the Scientific Outlook onDevelopment and construct the socialist harmonious society. With theinstruction of the Marxism-Leninism and the Chinese Communist Party’speople wellbeing’s idea, this paper, which takes protecting the people’sbasic interests as the fundamental starting point and goal of our work,combined with the local government’s practical condition, debates how todeal with the people’s wellbeing under the leadership of the CommunistParty Organization in socialist market economy with Chinesecharacteristics. Since the problem of the people’s wellbeing relates to allaspects of the people’s life, this paper can not cover all of them. Inaccordance with the Report of the17thNational People’s Congress, withthe economy developing, we must pay more attention to socialistmodernization and focus on ensuring and improving the people’s wellbeing.We must endeavor to make the people educated, paid, treated, supportedand housed so as to promote harmonious society. This is the promise andthe goal that our Communist Party makes from the standpoint ofconstructing all-around well-off society and socialist harmony society. At the same time, this is relevant to the people’s most caring, direct andpractical interests. In line with this promise, the author sorts out theprincipal problems and causes of the people’s wellbeing in our country.Taking Lvyuan District of Changchun city as an example, the author makesa research on how to deal with the problem of the people’s wellbeingeffectively under the leadership of the Communist Party Organization.This paper can be divided into four chapters, the logical structures andthe main parts are as following:Chapter One: the evolution of the people’s wellbeing and its ideas.This chapter defines the people’s wellbeing and summarizes the process ofshaping, developing and evolving the people’s wellbeing. In the meantime,how the idea of the people’s wellbeing of the Chinese Communist Partydevelops is analyzed on the basis of the change of the leadership’s core. Itthrows light on the idea basis of constructing the socialist people’swellbeing with Chinese characteristics. With the achievements of theprevious research of the people’s wellbeing, this paper put forward the ideathat the nature of the people’s wellbeing is the fundamental right of thepeople, because the people’s wellbeing is the basic problem which has todo with the people’s living and developing.Chapter Two: the main problem and cause of the people’s wellbeing.This chapter chiefly analyzes the main problem and cause of the people’swellbeing. The people’s wellbeing is the deserving condition. The problemof it is that the people’s right of living and developing can not be ensuredeffectively. With the acceleration of the society transformation and theadjustment of the social structure, class and relation, at present, theproblem of the people’s wellbeing primarily focuses on the low-incomeclass in towns and cities, agriculture, rural areas, farmers, employment,social security and so on. The main cause of this problem is that two-levelsocial structure, the division system of urban and rural areas, the long-termstructural conflict of the population, incomplete social security system,comparatively underdeveloped productivity, and imperfect incomedistribution. Chapter Three: the practice and exploration of the people’s wellbeingunder the leadership of LVyuan District Communist Party Organizaion ofChangchun. Taking Lvyuan District of Changchun city as an example, thischapter analyzes the practice of the people’s wellbeing under theleadership of the Lvyuan District makes creative ideas, lays down propergoals, and constructs institution stage in line with the requirements offocusing on and improving the people’s wellbeing of the17thNationalPeople’s Congress. So the work system of serving the people’s wellbeing,with the united leadership of the Lvyuan District Communist PartyOrganization, the government promoting with all efforts, labor-divisionresponsibility of all-level party and government organizations and partymembers as pioneers, comes into being. We have the work goals,organization network, affairs stage, means to the people’s situation, servicecarrier and funds security, and create an effective way of the people’s workin new period depending on the social administration.Chapter Four: promoting approaches of improving the CommunistParty Organization serving the people’s wellbeing. This chapter shows howto further improve the effective system of the Communist PartyOrganization serving the people’s wellbeing, then we can serve the peoplebetter, timely learn about their problems which they can not solve andconstantly improve their material life level. This point is proposed on thebasis of strengthening the capability of the basic-level Communist PartyOrganization serving the people’s wellbeing, constructing the informationstage of the Communist Party Organization serving the people’s wellbeing,establishing the people’s supervision and achievement evaluation system,improving the quality of the people’s social condition and culture andcreating the social atmosphere focusing on fairness and justice.
