The application of Information and Communication Technologies(ICTs)to government services and procedures to increase efficiency,transparency,and citizen participation known as electronic government(e-government)has been adopted by many government agencies worldwide.E-government is an economic development program that seeks to improve the economic wellbeing and quality of life of citizens.However,due to different ICT infrastructure developments,each country experience different opportunities,challenges,and priorities regarding e-government initiatives implementation which affects effectiveness and efficiency.Therefore,using the Situation–Organism–Behavior–Consequence(SOBC)paradigm,this study explores how e-government efficiency(the S)affect citizens’ wellbeing(the C)through cognitive process and behaviors such as Performance Expectancy(PE),trust(the O)and utilization(the B).Additionally,since e-government is a service that requires ICT skills learned through education,this study aims to explore the moderating role of education level on the relationship between e-government efficiency and trust amongst citizens living in Maun city,Botswana.This study followed a quantitative method to test the theoretical model.Through a webbased survey,a 5-point Likert scale questionnaire was administered and disseminated online for a six-month timeframe to collect data from Maun city citizens.For confirmatory analysis,Covariance-Based Structural Equation Modeling(CB-SEM)using Statistical Packages for the Social Science(SPSS)Amos 23.0 and Multiple Linear Regression(MLR)using SPSS Statistics 23.0 were implemented.The first objective of this study was to determine the influence of e-government efficiency on trust and PE.This study’s results show that egovernment efficiency has a positive and significant influence on trust and PE.The second objective was to determine the influence of trust and PE on utilization.The current study finding reveals that trust and PE positively and significantly influence utilization.The third objective was to determine the influence of utilization on SWB.The findings of this study suggest that utilization has a positive and significant influence on SWB.The fourth objective of this study was to determine the moderating effect of education level on the relationship between e-government efficiency and trust.This study’s moderation results reveal that education level moderates the relationship between e-government efficiency and trust;that is,at the conditional effect of e-government efficiency,trust is high when education level is high and vise-versa.This study develops theoretical and practical concepts.In theory,this study’s results diversify the existing knowledge of the relationship between e-government and citizens in terms of cognitive processes,behavior,and consequences using empirical analysis and a multiphased method(SOBC paradigm).This study also provides some practical suggestions for improving e-government systems efficiency to encourage citizen trust,and satisfy citizen’s PE which will enhance positive impact on wellbeing.
