A Research On Development Of Private Old People’s Serving Organization In Jiangxi Province

Since China entered the aging society, the aging issue is becoming more and more serious. It has huge elderly population base with rapid growth and show empty nest and aging trend as well. Meanwhile, the number of disabled or semi-disabled elderly which need care is growing, and the demand for pension services is increasing. It is very urgent to develop old people’s serving business. In response to the current situation, the Government proposes to promote the socialization of social welfare. As a complement of the traditional old-age security, the private old people’s serving organization is a kind of important pension manner which has important significance for the elderly. Currently, the resources of public old people’s serving organizations are very limited, while the private old people’s serving organizations have a broad market space for development. However, the development of private old people’s serving organizations in Jiangxi Province is relatively backward, and the operation of private old people’s serving organizations is very difficult. It also faces two major contradictions, one is the contradiction between market demand and supply, and the other one is the contradiction between the insufficient resources and low utilization of existing resources. This paper finds out the current development of the private old people’s serving organizations in Jiangxi Province by investigation. I analyze the dilemmas and contradictions of the institutional development in details from four aspects including the nature of institutions, the operation of institutions, Government initiatives and social environment. According to that, I propose the development path of the private old people’s serving organizations in Jiangxi Province. In order to meet the old age serving needs of the elderly and accelerate the pace of the socialization of social welfare, we should promote the development of the private old people’s serving organizations in Jiangxi Province. Here are some suggestions for measures:Sorting out the non-profit nature of the organization, improving the operational capacity of institutional development, making clear the division of functions between the public ones and private ones, strengthening the government’s safeguard function, and creating a favorable environment for social development. creating a favorable environment for social development.
