In the process of its implementation,we must be in line withscientific attitude and principle, and take reform measures of supporting thecountermeasures.The first chapter introduces the basic concept of the household registrationsystem and function of the current household registration system in detail, andclassical writer on social equality of this theory, as well as the ancient Chinesehousehold registration system and other countries in the world of the early identityhierarchy which make us have a preliminary understanding of ancient Chinese andother countries around the world of the early the household registration system.The second chapter introduces the background of China’s current householdregistration system from the economic factors、political factors and historical factorsand gives certain affirmation to the current the household registration system,pointingout that China’s present the household registration system is the product of thespecific historical conditions and has made a major contribution to maintain social stability and promote economic development once under the planned economysystem.At the same time, it is analyzed in detail that the present household registersystem restricts the development of the economy and the existing problems andadverse effects, so it is concluded that the reform the household registration system isthe inevitable outcome of the development of society.The third chapter describes the three parts of the evolution of the householdregistration system, which respectively is strictly control period、half open period andexploration of the reform period. It introduces in detail the content and changes courseof the current census register the system from the early days up to now and draws theline of household registration system in the evolution of history. It made us moreclearly see restriction to economic development and the influence of the life of thepeople by the effects of the household registration system. Taking Chengdu、Chongqing、Jilin province as examples, this thesis systematically expounds efforts andbreakthroughs to the household registration system reform in these provinces andcities.The fourth chapter proposes the trend of the household registration systemreform by reviewing the process of history of household registration system. Thetrend of the household registration system reform should be to establish for the needsof socialism market economy、for economic and social development services、forspeeding up the urbanization process、for creating conditions to the transfer of ruralsurplus labor force by breaking the division of the dual urban-rural structure、forpromoting the rational flow of talents and the formation and development of the labormarket、for the social management of the population and safeguarding the legitimateinterests of the citizens and for maintaining a good social environment and stabilizingsocial order and doing well in the statistical work of population. At the same time, weshould take the following measures of corresponding countermeasures based on it.The first measure is overall planning and accelerating the urbanization process; thesecond measure is urban and rural integration and national treatment equivalent of thesocial security system; the third measure is the innovation idea, transforming the oldcensus register management consciousness and promoting residence permit system;the forth measure is formulating relevant laws and regulations for escorting thehousehold registration system reform.
