| Scientific and technological progress as a strategic priority and enhancementof national and regional capacity for independent innovation as the central link areessential in order to achieve sustained, healthy and rapid development for Chineseeconomy, Cooperation between production and research is an effective way and animportant means to promote technological progress. Among the various forms ofcooperation, while starting late, the cooperation between provincial governmentand higher education institutions (HEIs) play an important role in promoting theintegration of industry and technology, which greatly simulates innovation ofuniversities and enterprises, and enables the combination of technology andindustry more closely, as well as accelerates the process of transformation ofscientific and technological achievements.There are some advantages of science and industry in Jilin Province. Thepublic management sector has also done a lot of effective and fruitful work inpromoting the cooperation between provincial government and HEIs, which makesthe role of technology in economic development more prominent. This dissertationanalyses the situation of Jilin Province and the environment of cooperation betweenprovincial government and HEIs and summarizes models of such cooperation, as well as has a in-depth study of the interests of the cooperation parties. It refers to theadvanced experiences and modus operandi at home and abroad and concludes therole of public management sector in promoting the cooperation between provincialgovernment and HEIs. Regional Innovation and Triple Helix are employed astheoretical framework in this research, analyzing the problems of the cooperationfrom the perspective of public management theory, and concluding that the publicmanagement sector of Jilin Province should identify their own position andoptimize the system design in promotion of cooperation between provincialgovernment and HEIs. |
