Research On The Problems Of The Equalization Of Basic Public Education Services In Jilin Province

Nowadays, the educational enterprise is increasing rapidly. Citizens have diversedemands for public education services. The government is facing both opportunity andchallenge while providing basic public education services. This study of equal basic publiceducation services focus on Jilin Province and limited in elementary and junior high school ofnine-year compulsory education stage. This research will be good for pushing thedevelopment of educational enterprise in Jilin Province and feeding the educational needsfrom citizens. The equalization of basic public education services in Jilin Province has severalproblems. They are the financial input not equal with basic public education service, financerights and duties divided not matching in cities and county level government, teachingconditions are not equal in urban and rural, the school teachers’ quality is not equal betweendifferent schools and in urban and rural. Based on the advanced experience of developedcountries, this paper gave a series of policy suggestions, including improve the public financesystem, enhance investment in education in rural areas, optimization of basic public educationfinancial transfer payment system, divide finance rights and duties in Provinces, cities andcounty level government clearly, break the different structure in urban-rural and establish aunified urban and rural basic public education service system, improve the equal basic publiceducation services standards and build high quality rural teachers team.
