Abstract:With economic development, environmental issues are increasingly on the agenda, many developed countries have to establish a circular economy legislation.China is also keeping up the pace with the times,and a circular economy law enacted in2009that "the Circular Economy Promotion Law." As we all know,the top priority of the law is implemented to understand the status of implementation of the law to promote law enforcement but also to find out defects.This paper adopts the way of field research Qingdao City as the main research object,"Circular Economy Promotion Law" promulgated and implemented as a background to seek specific measures for the purpose of, and committed to the research and analysis of the specific status of implementation of the Circular Economy Promotion Law in Qingdao City.In the research, the study concluded "Circular Economy Promotion Law" in some regions and enterprises in Qingdao City, the specific effects of the problems and come to the conclusion and opinions on this basis.All of the studies can not be separated from the ultimate goal and can not be separated from the basic purpose. First,I will talk about the purpose of research open, to clarify that the three basic purposes of the research. Understand the "Circular Economy Promotion Law" in Qingdao City, the status of implementation and analysis of existing problems.Examine the attitude of the public in the process of implementation of this Law.To propose a solution for the problems in the specific research and legal implementation process.Meanwhile, the author also proposed a research methods and research objects.In this research, I conducted an investigation of the Qingdao Municipal Development and Reform Commission, Qingdao Mesnac Co., and Qingdao Phoenix Printing and Dyeing Co. In the research, I also take the questionnaire survey of Sifang District residents.Secondly, the research is mainly reflected in the article, the second and third parts of the research derived from the Circular Economy Promotion Law to carry out the implementation of the basic results and defects in this process.On the one hand, the research obtained the basic effectiveness of the implementation of the law:"Circular Economy Promotion Law" legislation to be implemented.Since the "Circular Economy Promotion Law" was promulgated, the GDP index of Qingdao increase and the energy consumption decrease, so that the energy conservation, reduce energy consumption and maximize the economic benefits, with minimal loss to achieve the legislative purpose of this Act;Qingdao has set up a part of special funds for the development of recycling economy,and recyclable waste and other incentives,"TM" has basically been implemented; circular economy pilot projects in Qingdao City, steadily push forward.The other hand, the research process, found deficiencies in the implementation of "the Circular Economy Promotion Law" supporting the implementation of regulations are not perfect; enforcement mechanism is not strict law enforcement team of professional and authoritative, law enforcement agenciesnot the responsibility to the people; incentive mechanism is not perfect, reflecting the low handling charges levied to discharge waste or levy, the cycle of economic development incentive policies for the security system is not perfect; thinking and understanding for the "Circular Economy Promotion Law"place, public participation is not enough.I proposed measures to further implement of the "Circular Economy Promotion Law" at the end of this article.The measures proposed to combine the research and the situation of Qingdao, with specific recommendations for improve countermeasures to address specific problems.At the same time, but also foreign experience.
